Profile of Hon. Raphael E. Donokolo II

Division of Alien Registration and Liberianization Brief Functions and Responsibilities. The Division of Alien Registration and Liberianization is responsible for the administration, supervision, and issuance of Alien Work Permits in Liberia. It reports directly to the Office of the Minister of Labour and oversees the registration, investigation, processing, and issuance of work permits for non-Liberians seeking employment in the country. The Division operates in accordance with Section 1507 of the Labor Practices Law of Liberia, Chapter 7, Section 7.1, and Chapter 45, Section 45.9 of the Decent Work Act (DWA), which mandates that no employer shall hire a non-Liberian without a valid work permit issued by the Ministry of Labour. These regulations establish the conditions and guidelines for employing foreign workers in Liberia. Categories of Alien Work Permits Alien work permits are classified into three categories: Non-African Aliens – Individuals from countries outside of Africa. Non-ECOWAS African Aliens – Individuals from African countries that are not part of the Economic Community of West African States (ECOWAS). ECOWAS Aliens – Individuals from ECOWAS member states. Types of Work Permits Issued The Division issues three types of work permits: Gratis Permits – Issued at no cost under specific circumstances. Regular Permits – Standard permits issued upon payment of required fees. ECOWAS Permits – Issued specifically to ECOWAS nationals in accordance with regional agreements. 

Hon. Raphael E. Donokolo II, is a dedicated public servant, educator, and advocate for youth empowerment. Raised in a family with strong Christian values, he has committed his life to service and leadership. He completed his secondary education at Paynesville Seventh-Day Adventist High School in 2013 and later earned a Bachelor’s degree in Public Administration from the United Methodist University in 2021. His professional journey includes key roles in both the private and public sectors. He started as a grade school teacher (2015-2017) before transitioning into government service as a support staff at the Ministry of Commerce and Industry in (2018). His passion for youth education and skills development led him to establish the St. John Vocational Training Institute in 2021, where he served as Founder, CEO, and Program Coordinator. Over the years, Hon. Donokolo has earned numerous academic certificates and accolades, including the prestigious Momo Hero for Change Award for his commitment to youth empowerment. Committed to academic excellence and professional growth, he is currently pursuing a Master’s degree in Educational Supervision and Administration at the University of Liberia Graduate School. As the Assistant Minister for Alien Registration, Hon. Donokolo is committed to reshaping public perception of young professionals in government. A strong team player, he aims to collaborate with his colleagues and staff to enhance productivity and efficiency at the Ministry of Labour. His vision is to bring meaningful improvements to the Division of Alien Registration, ensuring its vital role in national development is upheld with integrity and excellence.
