Profile of Hon. Othello P. Mansou

Hon. Othello P. Mansou is the Deputy Minister for Administration, Ministry of Labour, responsible for the prudent management of resources allocated to the ministry, in compliance with the Public Financial Management Act of 2009 and the Public Procurement and Concessions Act of 2010, as amended, and its enabling regulations. Hon. Mansuo is a Liberian who was born and raised in Nimba County.  His humble upbringing forged a strong commitment to education, law enforcement, procurement, supply chain management, and leadership.

Hon. Mansuo holds a Bachelor of Business Administration (BBA) in Accounting, a Master’s Degree in Business Administration (MBA) with an emphasis in Procurement and Supply Chain Management from the African Methodist Episcopal University (AMEU), a Post Graduate Diploma (PGD) in Procurement and Supply Chain Management from the World Bank sponsored Financial Management Training Program.

He is also a holder of an Advanced Level-III Certificate in Procurement and Supply Chain Management from the Chartered Institute of Procurement and Supply (CIPS), and he is currently pursuing a law degree from the Liberia School of Law, and also attending the University of Liberia to obtain a graduate degree in Public Administration, respectively.

Before he was appointed Deputy Minister, Hon. Mansuo served as Administrator for the Nimba County Health Team and as Procurement Specialist at the Ministry of Health. He also served as a Station Administrative Officer at the Liberia National Police and was assigned as a Law Enforcement Officer of the LNP to maintain law and order in Gbarpolu County.

Hon. Mansou believes that Decent Work is not just a goal; it is a driver of sustainable development. This belief prompted his quest in line with his responsibility to monitor and identify the human resource requirements of the ministry and make necessary appointments in consultation with the Civil Service Agency (CSA). He is also responsible for ensuring the consistent implementation of the Ministry of Labour policies and procedures in line with the terms and conditions of service regarding financial distribution, procurement compliance, information technology and logistics, decentralization as well as regional coordination, research and information services, stakeholder relationship and management, including, ensuring a safe, conducive and decent working environment for all staff and visitors of the Ministry of Labour.

In line with his performance, Hon. Mansou has vast experience in the national government sphere and has demonstrated that through the development of expenditure methods that reduce costs and improve budget performance monitoring, introduced measures to monitor repair and maintenance costs – reducing them by 25%, and enhanced inventory control methods, thereby improving cost efficiency at the Ministry.

He is a devoted Christian from the United Liberian Inland Church and is legally married to Mrs. Tutu B. Mansuo and they have three (3) children. At leisure, he focuses on reading, mentoring, and volunteerism.
