Ministry of Labour Review Regulation On Occupational Health and Safety (OHS)

Monrovia, July 6, 2025…The Ministry of Labour, through its Occupational Health and Safety (OHS) Division has convened a high-level national stakeholders meeting for the review of Regulation No. 19 under Chapter 29 of the Liberian Labor Law.

Speaking during the opening of the two days event, Labour Minister, Cllr. Cooper W. Kruah, Sr. said that his administration will work ensure that every section at industrial site have a safety officer as a means of protecting workers against dangerous and risk work environments.

 Minister Kruah, emphasized the importance of Health and safety of workers at work noting this has not only being recognized in Liberia, but the world over.

He said it is important that the Ministry of Labour takes the led because there are Liberians working in these environment with dangerous materials as such, need full protection from these risk associated with their work.

The Labour Minister told participants that Chapter 6, of the Decent Work Act of Liberia or the Labour Law deeds with the issue of OHS in details but requires the Ministry to promulgate Regulations to ensure that every workplace adhere to the provision of said regulation.

He said that though there has been a Division at the Ministry charged to enforce Health and safety at workplace, but its functions has been limited due to the lack of a regulation to ensure compliance in line with Decent Work Act of Liberia. 

Minister Kruah announced that his Ministry has set aside a special training center that will it train all health and safety personnel in Liberia when the Regulation is finalized.

The Ministry reaffirmed its dedication to providing ongoing capacity building, policy guidance, and technical support to ensure that the proposed Regulation #19 is in line with best practices and international labour standards.

The Liberia Labour Minister was speaking at the opening of two-day review of the draft Regulation #19, of the Ministry of Labour on Occupational Health and safety (OHS), held at the Ministry from Thursday, July 4-Friday, July 5, 2025. 

Giving the overview of the process, the Director of the Division of Occupational Health and Safety (OHS) of the Ministry, Mr. Jimmy George said this crucial engagement aimed at modernizing Liberia’s occupational health and safety framework in line with international best practices, particularly those of the International Labour Organization (ILO).

Director  George, called on stakeholders to embrace collective responsibility in transforming workplace safety across the country.

He added that key objectives and highlights of the review as one intended to strengthening Regulation No. 19 to reflect international OHS standards and address sector-specific needs.

He named the extending coverage to critical sectors including agriculture, construction, manufacturing, food services, and transportation; institutionalizing certification programs and training for OHS personnel and workers at all levels; and establishing a clear compliance and enforcement framework to enhance workplace safety, improve labor conditions, and generate national revenue.

Speakers emphasized the connection between a safe workplace and national productivity, family welfare, and sustainable development. Stakeholders reflected on lessons learned from regional experiences and applauded the Ministry for progress being made since the reform process began in June 2024.

Director noted that review which held under the Theme: “Strengthening Occupational Health and Safety for a Safer, Productive Liberia” when finalized, will help to regulate and enforce compliance OHS standards at places of work in Liberia.

In separate remarks, the Chief Executive Officer (CEO), of HSE Solutions Inc. Mr. Erickson T. Brown and Madam Teta Lorpu Wormonue of TIBA Industrial Group unanimously committed to supporting the finalization and implementation of the regulation.

They promised commitment to protecting the dignity of labor in Liberia and advancing workplace health and safety as a national development priority.

The event brought together the Minister of Labor, Deputy and Assistant Ministers, senior technicians of the Ministry, representatives from organized labor, employers’ associations, development partners, and the  private sector.

 

Government Revokes 19 Alien Work Permits:

Liberia’s Labour Minister, Hon. Cllr. Cooper W. Kruah, Sr. has, with immediate effect revoked Alien Work Permits for 19 expatriate workers.

They are further to be forwarded to the Liberia Immigration Service (LIS) for possible deportation on charges  of “distortion or misrepresentation”.

A Labour Ministry press release issued quotes Minister as revealing at a major press conference on June 25, at his EJS Ministerial Complex office that the revocation of the alien work permits  is just the beginning of a major shakeup ongoing within the labour sector under President Joseph Nyumah Boakai ‘Rescue Mission Government’.

Minister Kruah, addressing scores of Journalists, disclosed that the ongoing Alien Work Permits Audit Exercise launched a few weeks ago is intended to ensure strict compliance with the relevant provisions of The Decent Work Act which prohibit misrepresentation to obtain work permit.

The Minister maintained: “since our incumbency, we have striven to ensure that businesses abide by the Labour Laws of our country and those found in violation of our laws have been fined or made to face other penal measures, like we have announced today”.

He added that his administration has caused many qualified citizens to gain direct contractual and permanent employment with some companies. Among investment conglomerates whose expatriate workers were affected by the Labour Ministry’s Alien Work Permits Revocation action are:

United Motors corporation (UMC), Pee Cee &Sons, Stop & Shop Supermarket and ORCA. Others are: Boulevard Palace and International Aluminum Factory. Meanwhile, Minister Kruah has announced the commencement of the second phase of the Annual Students Vacation Job Program, aimed at providing financial subsidies to needy students.

According to the Labour Minister, unlike last year when a little over 300 school going youth benefited, this year’s project targets about 1,000 beneficiaries. He lauded friendly investment companies for their continuous support for the program, describing it as “The Heartbeat of President Joseph Nyumah Boakai’s ARREST AGENDA’ to empower the youthful population of the country.

Labour Ministry Launches Validation Workshop On Occupational Health And Safety For Workers

Monrovia, July 14, 2025: The Ministry of Labour and stakeholders have launched a three day intensive workshop to validate and adopt Regulation Number 19 of The Decent Work Act. 

Regulation 19 of The Decent Work Act deals with occupational health, safety and Welfare of workers in various formal and informal sectors, including agriculture and forestry, construction and building, mining, manufacturing, oil and gas industry, among others.

According to a Labour Ministry press release, participants at the workshop are drawn from key sectors of society, including Ministries of Justice, Commerce and Industry, Agriculture, Health, Mines, EPA and a cross section of Liberia’s trade union groups.

In his official opening address at the workshop, Labour Minister Hon. Cllr. Cooper W. Kruah, Sr. emphasized the importance of the exercise which, he described as a key component of President Joseph Nyumah Boakai’s ‘ARREST Agenda’ that guarantees the safety, health and welfare of the citizens, especially  workers in hazardous industrial work places.

Minister Kruah expressed grave concerns over the recent wave of industrial accidents and challenged participants at the workshop to deliberate, make constructive inputs and sincere suggestions that will lead to the final validation of the document for the protection of workers across the country.

Earlier, the Director of Occupational Health And Safety at the Ministry of Labour, Ambassador Jimmy George outlined key components of Regulation Number 19, which mandate employers to institute several health and safety measures to safeguard the welfare of their workers. These, according to the Labour Ministry official, include: provision and maintenance of a safe and healthy work environment, conduct of  regular risk assessment and hazard identification, training of workers on safety procedures, as well as combined compliance requirements for employers.

Making a bullet point presentation on behalf of participating stakeholders at the workshop, The Chief Executive Officer of a leading Liberian Health, Safety and Environment firm, HSE, Mr. Erickson Brown stressed the importance of safety for employers, employees and visitors at the workplace and called for the validation of Regulation 19 of The Decent Work Act, to conform to international standards. The final validated version of the regulation is expected to be widely circulated to all major investment conglomerates, trade unions and the general public through massive publicity outreach, the Labour Ministry press release concluded.

MINISTRY OF LABOUR AND LSEZA SIGN MOU TO ENFORCE ONE-STOP-SHOP FOR INVESTORS

Monrovia, August 20, 2025…. The Ministry of Labour and the Liberia Special Economic Zone Authority (LSEZA) have officially signed a Memorandum of Understanding for collaboration and coordination in establishing streamlined Special Economic Zone (SEZ), Labour and Employment standards and guidelines.

Speaking during the signing ceremony held at the Labour Ministry on today, the Executive Chairman of (LSEZA), Hon. Prince A. Wreh, said the signing of the MOU is in keeping with section 16 of the Act creating his entity which states that all responsible institution of Government working within the mode of the Economic Zone must have a one stop-shop environment.

He described the Ministry of Labour as a critical part of the one Stop-shop arrangement, stressing that with the signing of the MOU between the two institutions, the LSEZA will commence full operations in areas involving the ministry.

The LSEZA Executive Chairman then assured Labour Minister Hon. Cllr. Cooper W. Kruah, Sr that the Ministry’s representation at the One Stop-shop will enhance the work of LSEZA.

In response, Labour Minister Kruah outlined the importance of the One Stop-shop in reactivating the Liberia Special Economic Zone, emphasizing that this will assist individuals coming to the country to invest to have easy access to related government entities in processing their documents as an encouragement to foreign investors.

The minister further assured LSEZA of his willingness to work with them in ensuring that personnel from the Ministry of Labour are assigned at the One-Stop-Shop for prompt coordination.

A Labour Ministry press release issued today disclosed that the primary objectives of the MOU include: to establish and enforce labour protections within LSEZA, develop and implement a special labour legal and regulatory framework aligned with National Labour Law and international labour standard, as well as to ensure compliance with national immigration laws and internally recognized standards.

The MOU will also facilitate the collaboration between LSEZA and MOL in developing and implementing labour-related regulations; and promote the welfare, rights and safety of workers in Special Economic Zones across the country.

 It will also support the establishment of the SEZ Labour Center to oversee labour relations, employment policies, and dispute resolution mechanisms and collaborate to ensure that all SEZs Enterprises comply with occupational health and safety standards by mandating employees engaged in the processing, manufacturing or packaging of food, health, or pharmaceutical products to possess valid occupational health cards issued by the SEZs Labour Center, the release concluded.

Ministry of Labour Launches Regulation No. 19 on Occupational Health and Safety in the Workplace

Monrovia, August 27, 2025. The Ministry of Labour, in collaboration with partners, has officially launched Regulation No. 19 on Occupational Health, Safety, and Welfare in the Workplace, in line with Chapter 29.3 of the Decent Work Act of 2015. This chapter mandates the Ministry to ensure safe, healthy, and decent working conditions for all workers in Liberia.

Delivering an overview of the new regulation, Labour Minister Cllr. Cooper W. Kruah, Sr. explained that Regulation No. 19 provides a stronger legal framework that clearly defines how workplaces must be structured to protect the lives, health, and welfare of every worker in the country.

“This regulation serves several important purposes. First, it lays out clear standards for occupational health and safety, ensuring that both employers and employees understand their roles and responsibilities. Second, it aligns Liberia with international labour standards and ILO conventions that guide best practices. Third, it establishes systems for risk assessment, prevention, and monitoring, so that safety becomes a culture across all sectors of work,” Minister Kruah emphasized.

He noted that the regulation includes provisions on workplace welfare ranging from sanitation facilities and first aid to rest areas and emergency preparedness. It also mandates continuous training and awareness programs for both employers and employees and empowers safety officers to ensure compliance while promoting collaboration between government, employers, and workers.

Highlighting its impact, Minister Kruah stated:

  • For workers, the regulation serves as a shield protecting life, health, and dignity, while reducing accidents and unsafe practices.
  • For employers, it provides not only a legal obligation but also a business advantage by reducing absenteeism, medical costs, and compensation claims, while improving productivity and competitiveness.
  • At the national level, it supports the ARREST Agenda for Inclusive Development (AAID), strengthens compliance with international obligations, and builds trust with Liberia’s development partners.

In conclusion, he stressed:

“Regulation No. 19 is more than a legal requirement. It is a moral duty to protect the health, safety, and dignity of Liberian workers, the true backbone of our nation’s development. Every workplace in Liberia must be safe, productive, and respectful of human rights.”

Launching the regulation on behalf of Vice President Hon. Jeremiah Kpan Koung, Sr., the Chief of Staff in the Vice President’s office, Mr. Prince M. Gbieu, described the initiative as a milestone in safeguarding workers’ welfare. He reaffirmed the Vice President’s commitment to creating safe work environments and underscored the regulation as a shared responsibility of government, employers, and employees.

Mr. Erickson T. Brown, an Occupational Health and Safety (OHS) Consultant, welcomed the regulation, stressing that it reflects an urgent national priority.

“This is not just a law in the books. It is about life, dignity, and national development. Too many preventable accidents and deaths have occurred in our workplaces. Regulation No. 19 gives the Decent Work Act real enforcement power, ensuring compliance and placing responsibility where it belongs on employers, institutions, and government alike. Safety at work is not a privilege; it is a right,” he said.

The launch ceremony, held on Wednesday, August 27, 2025, at the EJS Ministerial Complex, was attended by local and international partners, including representatives from the United States Embassy, the Embassy of Nigeria, the Embassy of Lebanon, the International Labour Organization (ILO), the Civil Service Agency (CSA), employer associations, and workers’ representatives, among others.

Labour Ministry Honours Eleven Retirees for Dedicated Service

Monrovia, Liberia – September 3, 2025: The Ministry of Labour has honoured eleven (11) of its former employees who were officially retired in 2024 after fulfilling the requirements set forth by the Civil Service Standing Orders.

At a special Recognition and Honouring Ceremony held at the EJS Ministerial Complex in Congo Town, Labour Minister Cllr. Cooper W. Kruah, Sr. praised the retirees for their dedicated service and peaceful transition from government, describing their retirement as “honourable and dignified.”

“It is important because this is an honourable retirement for these dedicated and committed former employees of the Ministry,” Minister Kruah stated.

“Even though you have received your handshake from the Civil Service Agency (CSA), we instructed our HR Division to organize this program to honour and appreciate you for your years of service. We are certifying you and providing US$250.00 each to assist with transportation,” he added.

Minister Kruah emphasized that although the retirements were affected by the CSA in 2024, it was equally necessary for the Ministry to recognize and appreciate the retirees’ contributions. He further assured that the Ministry would continue to call on their expertise when needed.

Representing CSA Director General, Mr. Rufus M. Johnson, Director of Welfare at CSA, lauded the retirees for their commitment, discipline, and patriotism, which he said had meaningfully advanced both the Ministry’s mission and the employment goals of national development. He, however, noted that retirement in Liberia and other African countries often comes with challenges due to low or delayed pensions.

Speaking on behalf of the honourees, Madam Emma L. Benson, former Director of the HIV/AIDS Division at the Ministry, expressed heartfelt gratitude to Minister Kruah and his team for the recognition. She also made recommendations aimed at strengthening the civil service, including:

  1. Merit-based promotions to ensure vacancies are filled by qualified staff in line rather than outsiders.
  2. Addressing salary disparities so that directors and assistant directors with similar qualifications are equally compensated.
  3. Establishing a uniform retirement age across all ministries and agencies.
  4. Expanding training opportunities for all civil servants.
  5. Providing buses to ease employees’ transportation challenges.

The program was attended by officials and employees of the Ministry of Labour, representatives of the Civil Service Agency (CSA), the National Social Security and Welfare Corporation (NASSCORP), family members, and friends of the honourees.

Over 1,500 Vacation Job Students Receive Payment Through Ministry of Labour

The Ministry of Labour has successfully completed the payment of more than 1,500 students who participated in the 2025 National Vacation Job Program, marking another milestone in the government’s efforts to empower young people and provide them with valuable work experience.

Speaking during the exercise, Labour Minister Cllr. Cooper W. Kruah, Sr. praised the program’s success and expressed optimism that it will receive even stronger institutional support in the coming years. He noted that the initiative, which began as a pilot project in 2024, has now gained momentum, producing positive feedback from both government and private institutions.

“We are very pleased with the outcome of this year’s vacation job program. No institution reported misconduct from participating students, which shows the seriousness and dedication of our young people. With greater collaboration from government ministries and the private sector, we can expand this initiative to benefit even more students,” Minister Kruah said.

The Minister emphasized the importance of shared responsibility, urging that every ministry allocate funds in its budget to support the program. He also pledged to present this proposal directly to President Joseph N. Boakai, Sr., who he said remains committed to creating opportunities for Liberians, especially the youth.

“I am confident that President Boakai will be encouraged to see how this program is changing lives. Even students from the disabled community actively participated and performed exceptionally well. This is a clear sign that with the right support, every Liberian youth can contribute meaningfully to nation-building,” Minister Kruah added.

The Minister further encouraged students who have received employment offers from their host institutions to take their roles seriously and serve as ambassadors of the program, thereby opening doors for more young people in the future.

In response to requests from the disabled community, Minister Kruah assured that his administration is exploring ways to support their inclusion in sustainable employment. He immediately authorized his Deputy Minister for Planning and Manpower Development, Hon. Stephen S. Kolubah, to assess opportunities for integrating qualified individuals from the community into the workforce.

The Ministry reaffirmed that the Vacation Job Program is not only a platform for students to gain professional exposure but also part of President Boakai’s broader vision to expand employment opportunities and empower the next generation of Liberians.

Speaking on behalf of beneficiaries, Visually Impaired, Mr. Joseph T. K. Barfeh expressed gratitude to the Minister of Labour and team for being inclusive in the recruitment process by extending help to members of the disable community.

He used the occasion to extend thanks and appreciation to President Joseph Nyuma Boakai for not making mistake to appoint Hon. Cllr. Cooper W. Kruah, Sr. as Minister of Labour.

“Your action is a testament of the Act that established National Commission for Disability, Section 5, which states that “In every Government Line Ministries and Agencies where there are hundred persons employed, four percent of said number should be persons with disabilities”.

He hailed the Ministry for not being discriminatory in their recruitment process which sent a caveat and sanity to the world that disable people there is no reason you should feel complacent to meet the world.

He concluded by telling his colleagues that disability doesn’t means inability and appealed to the Minister consider employing at least one disable person in every department of the Ministry.

The event was witness by representatives of government Ministries, Agencies, the leadership of the HR Association of Liberia as well as the Private sector that collaborated with the Ministry of Labour in the successful implementation of the 2025 vacation job program.

Madam Doris Idahor, Senior Consultant on the PMCS Applaud Ministry of Labour

We applaud the Ministry of Labour for the great strides made in launching its Five-Year Strategic Plan as part of the 2025 Performance Management Compliance System (PMCS) Deliverable on Friday, August 22, 2025. This important milestone marks a bold step toward advancing decent jobs, labour market stability, and inclusive growth in line with the Government’s ARREST Agenda for Inclusive Development (AAID).

The event was marked by high-level participation, with House Speaker Hon. Richard Nagbe Koon serving as keynote speaker and officially launching the document.

In his remarks, Labour Minister Cllr. Cooper W. Kruah, Sr. urged the Ministry’s staff to “get ready to work,” emphasizing that the real task lies in implementing the strategic activities outlined in the plan.

For her part, Madam Doris Idahor, Senior Consultant on the PMCS, highlighted the critical nature of the launch, noting: “As we collectively advance the Government’s ARREST Agenda for Inclusive Development, it is clear that performance, accountability, and results must define the way we do business in public service.” She further stressed that “by setting clear goals for job creation and labour market stability, the Ministry has taken a foundational step in translating policy into measurable outcomes. What gets measured gets managed—and what gets managed improves.”

The PMCS, formally launched in October 2024 by H.E. President Joseph Nyuma Boakai, Sr., seeks to institutionalize a performance-driven culture across all government entities—anchored in accountability, transparency, and alignment with national priorities. From the initial two performance targets set in 2024, the framework has now expanded to five core targets for 2025, the first and most important being the development of institutional Strategic Plans aligned with the AAID.

To date, over 90 institutions have signed Performance Contracts with the President, with many already developing or implementing their Strategic Plans.

The Cabinet Office remains committed to working collaboratively with all institutions to enshrine a high-performance culture that strengthens governance, improves accountability, and delivers quality public services to the Liberian people.

National Anti-Human Trafficking Taskforce Commences Development of 3rd National Action Plan

Monrovia, September 15, 2025…The Chairman of the National Anti-Human Trafficking Taskforce of Liberia and Minister of Labour, Cllr. Cooper W. Kruah Sr., has reaffirmed the Government of Liberia’s unwavering commitment to upholding human rights, protecting vulnerable populations, and ensuring that perpetrators of human trafficking are held accountable under the law.

He emphasized that the government remains equally committed to building systems that empower survivors of trafficking—restoring their dignity, offering hope, and creating opportunities for reintegration into society.

Minister Kruah’s statement was delivered on his behalf by the Deputy Minister for Planning and Manpower Development, Hon. Steve Kolubah, at the opening of a Five-Day National Stakeholders’ Working Session for the Development of Liberia’s National Action Plan for Combating Trafficking in Persons (TIP). The session, convened by the Government of Liberia through the National Anti-Human Trafficking Taskforce with support from the International Development Law Organization (IDLO), is being held in Buchanan City, Grand Bassa County, from September 15–19, 2025.

Highlighting the significance of the initiative, Minister Kruah noted that the formulation of Liberia’s Third National Action Plan to Combat Trafficking in Persons (2025–2029) represents a defining milestone in the country’s anti-trafficking efforts. He stressed that over the years, Liberia has made substantial progress in prevention, protection, prosecution, and partnership with progress made possible through the collective commitment of government institutions, civil society, international partners, and local communities.

However, the Minister cautioned that the threat of trafficking remains both real and evolving, requiring renewed dedication and stronger, more coordinated actions.

“The Third National Action Plan is not just a policy document, it is a roadmap that will guide Liberia’s response to trafficking over the next five years,” he stated. “Our interventions will be strategic, victim-centerer, evidence-based, and well-coordinated to address both current and emerging challenges.”

Minister Kruah assured participants of the National Anti-Human Trafficking Taskforce’s commitment to ensuring that the plan reflects realities on the ground, strengthens national and international collaboration, and reinforces Liberia’s resolve to combat trafficking in all its forms.

He concluded with a call to action: “I therefore urge all stakeholders—government institutions, security agencies, development partners, civil society organizations, and community leaders to contribute meaningfully to this process. Your expertise, perspectives, and recommendations are critical to ensuring that the National Action Plan we produce is both inclusive and actionable.”

Also speaking, the Inspector General of the Liberia national police, Col Gregory Coleman said that the National Security Agencies take issue of trafficking in persons seriously and there are tons of issues that we all need to collectively work to address.

He informed the participants that the issue of trafficking in person is a form of slave trade; it is a very clever attempt to change how it was done yesterday and actors are smart and are changing their tactics on a daily basic.

IG Coleman further noted that even investigators at this point in time are being challenged very seriously to even understand the trend, noting that “the front lines are getting tailor and it makes it even more difficult to their activities.”

He added that the Development of the 3rd National Action Plan for combating Trafficking In-Persons in Liberia is of great significance to the government and people of Liberia. “It is an opportunity for actors to look at the role and consider incorporating all of what require not just for this, but its connections to the ARREST Agenda, and how it can be connected to the National Security strategic, and how all law enforcement bodies can raise the strategy plan so that it remains a primary focus as we roll out our activities in the next few years. 

In brief remark, the Senior justice Advisor at the US Embassy, Mr. Abubakr I. Zaid reaffirmed the collective commitment in ending human trafficking in general noting that the development of the Action Plan makes pivotal moment for everyone and we need to ensure that it is successful.

He added that it is not just a paper but, it is a roadmap that lay comprehensive framework that all need to ensure that it meet the objective.

For her part, the Country Manager of the International Development Law Organization (IDLO), Madam Chinyelumugo Okoh highlighted the importance of the event and five days in deliberating the Ps of human trafficking which include, prevention, protection, prosecution and partnership in fighting the crime. 

The session is being attended by members of the National Anti-Human Trafficking Taskforce of Liberia, International and local Partners including the US Embassy, ECOWAS, the International Organization for migration (IOM), IDLO, and Civil Society Organization as well as Labour Commissioners from the fifteen counties of Liberia.

National Roadmap on Decent Work for Persons with Disabilities in Liberia Launch… -As Minister Kruah Promises to establish a Disability Desk

Monrovia, September 18, 2025…Labour Minister, Cllr. Cooper W. Kruah, Sr. Has assured members of the Disable community that his administration will establish a Disability Desk within the Ministry to serve as a central platform for coordinating policies, monitoring progress, and ensuring accountability on disabilities-inclusion employment.

Minister Kruah made the assertion on Wednesday, September 17, 2025, when he officially launched the “National Roadmap on Decent Work for Persons with Disabilities in Liberia” held at the Ministry of Labour, EJS ministerial Complex, Congo Town, Monrovia.

“On behalf of the Ministry of Labour, I am honor to present the Roadmap on Decent Work for persons with Disabilities in Liberia. In addition, the Minister emphasized that priorities outlined in the Roadmap will be mainstreamed into the National Labour Plan, so that the inclusion of persons with disabilities are not treated as a stand-alone initiative but is instead embraced as a central pillar of our national labour priorities.

“We recognize that the right to decent work for persons with disabilities can only be achieved when workplaces are made accessible, when safety and fairness are guaranteed, and when employment opportunities are both gainful and sustainable. This requires the collective responsibility of government, employers, civil society, and communities working together.”

Minister Kruah hailed “The Coordinated Action on Disabilities in Liberia (CAD_L Project” for being instrumental in laying the groundwork for this Roadmap. “I wish to commend the Swedish Government, represented by the Embassy of Sweden in Monrovia and generously support through the Swedish international Development Cooperation Agency (SIDA), for the partnership and unwavering support in this journey. Their commitment has reinforced Liberia’s strides towards promoting the rights of persons with disabilities and ensuring that no-one left behind in the world of work” the Liberia Labour Minister maintained.

Also speaking the Acting President General of the Liberia Labour Congress (LLC), madam Oretha Carpenter said the Roadmap is aimed to provide an inclusive space for persons living with disabilities suitable environment at workplaces.

Shre said it is developed as a guiding framework to advance inclusion, strengthen policy and institutional mechanisms, promote capacity development, foster partnerships and monitor its implementation among government, civil society, private sector, and international stakeholders.

For his part, the Executive Director of the National Commission on Disability, Mr. Samuel Dean lauded Minister Cooper W, Kruah for services provided some members of Commission during the vacation job program. Explained that social sanction stigma has held persons living with disabilities to progress.

He underscored the need to have programs and initiatives to provide platforms for persons living with disabilities for employment in private and public sectors. He then called for continuous collaboration to fulfil the Roadmap.

In brief remarks, the Chief of Party of AIFO, Madam Laura Todescato said the Roadmap is a tripartite arrangement set up five years ago.

She disclosed that it’s summarized in five areas, namely: Accessibility, Public Finance, Training, Education, and Awareness/Advocacy and Employment noting that “These are steps the government of Liberia should consider in addressing issues affecting persons living with disabilities.

Labour Ministry Launches LiberiaWorks - Platform…

Monrovia, October 9, 2025… Labour Minister, Cllr. Cooper W. Kruah, has hailed the Rise Talent Accelerator, management of “LiberiaWorks” for partnering with the Ministry of Labour in helping transform good idea into national program with real potential to positively impact lives.

LiberiaWorks is the official national workforce platform of the Ministry of Labour, established to bring structure, transparency, and collaboration to the development and management of Liberia’s workforce.

Speaking the official launched of the platform, on Tuesday, October 7, 2025 at the EJS Ministerial Complex in Congo Town, Monrovia, Minister said LiberiaWorks is a national workforce coordination system that brings together employers, government, universities, and young people in one connected space.

“Through LiberiaWorks, employers will access vetted, prepared, and supported talent. Government will gain labour intelligence and compliance data to inform policy. Universities will receive feedback from the job market to align training with reality. And young Liberians will have verified, fair, and transparent opportunities to work, learn and grow”.

Minister Kruah further emphasized that through a new administrative regulation, employers across key sectors will now be encouraged and supported to take on junior associates and trainees, helping to build the next generation of Liberian professional.

He added that over the next two years, this platform will connect thousands of young people to real employment opportunities through the National Junior Associates Program. It will also provide the Ministry, for the first time, with a national workforce information system that offers data on who is working, where, and what skills our economy needs.

“BY 2023, our ambition is for LiberiaWorks to become the backbone of workforce planning and human capital development in Liberia, a system that outlives any one government or project” Minister Kruah maintained 

Also, speaking, the Director of LiberiaWorks, Mr. Sie Philip Pleiwon, said LiberiaWorks is the official national workforce platform of the Ministry of Labour, established to bring structure, transparency, and collaboration to the development and management of Liberia’s workforce.

He said the platform serves as a national workforce solution, connecting employers, job seekers, and policymakers through three integrated components.

  • Talent Marketplace – A central job board where employers can post vacancies and access a growing database of vetted Liberian professionals.
  • National Junior Associates Program (NJAP)- A structured placement initiative that pairs young Liberians with employers for hands-on experience and skills development.
  • Workforce Reporting Hub- A digital system for companies to submit workforce data and demonstrate compliance with national labour regulations.

Through LiberiaWorks, the Ministry of Labour is creating a practical framework that supports both national development and private sector growth ensuring businesses have access to the talent they need, and Liberians have access to the opportunities they deserve.

Preforming the official launch of the Platform on behalf of the Hon. Samuel A. Stevquoah, Acting Minister of State for Presidential Affairs, Amb. Ora Richard, expressed appreciation to Labour Ministry for championing this forward-looking “LiberiaWorks Initiative”, which aligns seamlessly with the Government’s broader agenda to promote employment, skills development, and inclusive economic growth for all Liberians.

“I am personally filled with joy and optimism to witness these initiatives take shape. Too many of young people dream of leaving Liberia not out of luck of love for their country, but due to absence of meaningful employment opportunities. Liberia’s Acting Human Trafficking Director Leads Delegation to Regional Learning Exchange in Sierra Leone

Freetown, Sierra Leone – Liberia’s Acting Director of Human Trafficking, Mr. Nuho Kenneh, is leading the Liberian delegation at the Regional Learning Exchange on Organ Harvesting, Organ Trafficking, and Child Sacrifice being held in Freetown, Sierra Leone.

The important regional gathering, organized by World Hope International, brings together government officials, international and local partners, faith-based institutions, and traditional leaders from across West Africa.

The exchange aims to strengthen collaboration, share best practices, and develop effective strategies to combat the growing challenges of organ trafficking and child sacrifice in the region.

Mr. Kenneh described it as “an honor to represent Liberia” at such a critical forum, emphasizing the country’s continued commitment to protecting human rights and working with partners to end all forms of human exploitation.

LAC Management paid a courtesy call on Labour Minister Cllr. Cooper W. Kruah, Sr.

Monrovia, October 28, 2025… Labour Minister Cllr. Cooper W. Kruah, Sr. Says he looks forward to seeing the renegotiated contract between the Management of Liberia Agriculture Company (LAC) and the Liberian Government elevating Liberian staff to senior managerial positions.

The Labour Minister stressed that doing so will help   management save the cost of hiring foreign experts and enable Liberians run the affairs of the company, after the eventual departure of foreign managers.  

Minister Kruah made the statement when the senior Management team of LAC, on October 28, paid him a courtesy call for briefing on the ongoing renegotiation of their new investment portfolio with the Liberian Government.

He emphasized that the Government, through ministry of Labour, was fully committed too encouraging investment to empower its citizenry, in support of President Joseph Nyuma Boakai’s “ARREST Agenda for Inclusive Development (AAID).

The Labour Minister then called on the company to ensure the recruitment of more female staff, adding that the Government prioritizes gender equality as the bedrock of national growth and development. 

 

Minister Kruah outlined a of series of initiatives by his administration, including the launch of Occupational Health and Safety Program and the LiberiaWorks Platform, aimed to protect workers and job seeks in making career decisions.

He further informed the visiting LAC Delegation of the ministry’s recent decision to increase in the annual fees of Alien Work Permit.

Minister Kruah also called on the LAC management to develop a new model of transporting liters by workers from station to another, in a bid to reduce the physical burden they face.

He expressed his Ministry’s preparedness to work with the LAC Management in promoting decent work environment.

Earlier, LAC General Manager and Head of Agronomy at the Company’s foreign board, based in Switzerland Regis Helsmoortel, informed the Labour Minister of his entity’s willingness to provide more opportunities to Liberian staff, but cautioned them to take advantage of the opportunities with enthusiasm.

The LAC Executive added that: “it is better to recruit from within”, adding that several Liberian staff have been elevated to strategic senior managerial positions, with some currently deployed at LAC facilities in Sierra Leone, Ghana, Cameroon and Nigeria.

Mr. Helsmootel disclosed that as of this year, the company has recruited a little over ninety Liberian workers, bringing the present local staff to three thousand three hundred, with just eleven expatriate employees.

Meanwhile, the Labour Minister has disclosed the resumption of his nationwide assessment tour of major investment and business entities shortly, commencing with the Liberia Agricultural Company (LAC), based in Grand Bassa County.

17 Repatriated Women Benefit skills Training… -Dedicate Achievements to Labour Minister Kruah

Monrovia, Liberia – October 29, 2025… Seventeen (17) Liberian women recently repatriated from the Gulf State of Oman have successfully completed vocational skills training in various disciplines, with support from the Ministry of Labour and the International Organization for Migration (IOM).

The initiative, implemented under the framework of the National Anti-Human Trafficking Taskforce of Liberia, aims to empower survivors of human trafficking through skills development, psychosocial support, and economic reintegration.

During a brief certificate presentation ceremony held on Tuesday, October 28, 2025, at the Ministry of Labour in Monrovia, the beneficiaries expressed deep appreciation to the Government of Liberia, particularly Labour Minister Cllr. Cooper W. Kruah, Sr., for his fatherly guidance and leadership in ensuring their rehabilitation and empowerment.

Speaking on behalf of the group, Ms. Margaret Karpeh said the training restored their hope and dignity after enduring distressing experiences abroad.

“We have come to thank the Government of Liberia, through Minister Kruah, for what has been done for us. We returned from Oman frustrated, heartbroken, and uncertain about our future. But the Minister stepped in like a father ensuring we received healthcare, counselling, start-up capital, and most importantly, vocational skills training. We are deeply grateful for his compassion and dedication to protecting victims and survivors of human trafficking,” Ms. Karpeh stated.

Receiving the certificates, Labour Minister Cllr. Cooper W. Kruah, Sr., who also serves as Chairman of the National Anti-Human Trafficking Taskforce of Liberia, expressed delight and commended the young women for their courage and determination to rebuild their lives.

“On behalf of the Government of Liberia, I am deeply gratified to receive these certificates from young Liberian women who were once victims of human trafficking. Human trafficking is one of the most heinous crimes imaginable. The stories shared by our citizens who returned from such experiences remind us of the urgency to continue this fight,” Minister Kruah said.

He lauded the strong collaboration between the Taskforce, IOM, and ECOWAS, whose funding made the skills training possible. The Minister disclosed that the program was initiated following an appeal by the Taskforce to empower victims of trafficking with sustainable livelihoods to prevent future exploitation.

Minister Kruah further encouraged the beneficiaries to utilize their newly acquired skills productively and to engage in small business initiatives that can foster independence and resilience.

“When you are empowered to do something for yourself, no one can easily mislead or convince you to travel abroad in search of a better life. You can live a decent and successful life right here in Liberia,” he emphasized.

Providing an overview of the program, Mr. Nuoh Kanneh, Acting Director of the Trafficking in Persons (TIP) Section at the Ministry of Labour, highlighted key areas of assistance extended to the repatriated women. These include access to healthcare, psychosocial counselling, mental health services, small business start-up support, and vocational education.

“Our Minister has placed strong emphasis on vocational training as a sustainable form of empowerment. Out of the 17 repatriated victims, ten have completed specialized training in various trades that will help them sustain themselves and contribute to national development,” Mr. Kanneh explained.

Speaking on behalf of the International Organization for Migration (IOM), Mr. Tamba noted that the skills training program was supported through an ECOWAS-funded grant designed to assist 61 survivors of human trafficking, both internal and external. He revealed that an additional 51 beneficiaries are expected to be enrolled in the next phase of the program.

“IOM remains committed to working with the Government of Liberia to strengthen direct support for survivors and enhance their livelihoods through skills development and business empowerment,” Mr. Tamba stated.

The training program was organized by the Trafficking in Persons (TIP) Section of the Ministry of Labour, with technical and financial support from the International Organization for Migration (IOM), Liberia Office.

Go Beyond Work Permit Inspection! Deputy Labour Minister Urges Labour Inspectors

Monrovia, November 19, 2025, … Deputy Minister for Administration at the Ministry of Labour, Othello P. Mansuo, has called on Labour Inspectors to broaden their focus beyond inspecting work permits for foreign workers. He emphasized that the responsibilities of Labour Inspectors extend far deeper, covering workplace conditions, employee and employer rights, and overall compliance with labour regulations.

Deputy Minister Mansuo noted that effective labour inspection includes monitoring minimum wage compliance, identifying child labour violations, assessing workplace safety standards, and ensuring occupational health and welfare for all workers.

He made the remarks on Wednesday, November 19, 2025, during the opening session of a three-day capacity-building training for Labour Inspectors and Commissioners held at Ministry of Labour, EJS Ministerial Complex in Congo Town.

Minister Mansuo urged participants to apply the knowledge gained from the training with professionalism and integrity. He further stressed the importance of periodic staff reassignment as a tool for improving efficiency, accountability, and performance within the Inspectorate.

Also speaking at the event, Deputy Minister for Planning and Manpower Development, Steven Kolubah, encouraged inspectors to take the training seriously, noting that “knowledge acquired is never wasted.” He instructed trainers to ensure clarity, accuracy, and strict adherence to the Labour Laws of Liberia and established regulatory principles. This, he said, will enable inspectors to represent the Ministry with competence and credibility.

Deputy Minister Kolubah expressed concern about the quality of some inspection reports, attributing weaknesses to limited reporting skills and occasional interference from political appointees. Such interference, he warned, undermines the professionalism of inspectors and compromises the Ministry’s work.

“Most of our reports are unclear due to the inability of some inspectors to properly present them, as well as interference from appointees,” he said. “As we train them and tell them how to do their job, when they get into the field, allow them to work.”

He reaffirmed the Ministry’s commitment to providing continuous training opportunities to Labour Inspectors, Labour Commissioners, and staff across the sector, in line with the Government’s development priorities.

In brief remarks, the Deputy Inspector General of Labour, Mr. Darius Weamie, thanked inspectors for responding promptly to the training invitation despite the short notice.

Mr. Weamie, who has served at the Ministry since 2019, described the training as unprecedented, noting that he had not witnessed such a well-organized capacity-building initiative for Labour Inspectors and Commissioners under previous administrations.

“Since I joined the Ministry in January 2019, I have not seen such a unique and well-structured training conducted for inspectors. This initiative by the current leadership is commendable and highly encouraging,” he said.

He extended appreciation to the Government of Liberia and the Ministry of Labour for prioritizing the empowerment of Labour Inspectors through practical education and professional development.

In closing, the Deputy Inspector General, Darius K Weamie assured the Ministry’s leadership and the public that with the enhanced training now being provided, inspectors will be better equipped to carry out their duties effectively and uphold the standards required to address labour-related issues nationwide.

New Labour Inspector General Promises Professionalism -Says Respect is earned through discipline, appearance, and responsible conduct.

Monrovia, November 23, 2025…..The newly appointed Inspector General of the Ministry of Labour, Mr. John O. F. Kangbah, has expressed his commitment to working with a trained, knowledgeable, and well-coordinated team of Labour Inspectors.

Speaking at the closing ceremony of a three-day training workshop for Labour Inspectors and County Labour Commissioners, IG Kangbah emphasized that his leadership will focus on strengthening professionalism and ensuring that inspectors fully understand their responsibilities before going into the field. He stressed that under his administration, inspections will be authorized, structured, and purpose-driven. “This time, the field will not be open for inspection at any time without proper authorization,” he noted.

This event marked IG Kangbah’s first official interaction with inspectors and staff of the Ministry since his appointment.

Inspector General Kangbah encouraged inspectors to apply the knowledge gained during the training, noting that their effectiveness depends on continuous learning and adherence to professional standards. He reminded them that respect is earned through discipline, neat appearance, and responsible conduct. He urged inspectors to always carry themselves in a manner befitting their role and to uphold the highest ethical standards.

He further reminded them to use the Decent Work Act and other labour regulations as their guiding tools, emphasizing the need to remain informed and within the boundaries of their mandate. IG Kangbah cautioned inspectors against performing duties outside their scope. “If you enter a workplace and the environment becomes hostile, your responsibility is to withdraw and report—not to assume the role of the police or immigration,” he advised.

IG Kangbah expressed gratitude to the senior management and staff for the warm welcome extended to him. He pledged full cooperation and commitment to working with his deputies and the entire Ministry to uphold its mandate.

“I come from a professional background, and I am here to do a professional job. Together, we can build a Ministry that stands among the best, where our expertise complements what already exists. With open minds and teamwork, we will achieve great results,” he concluded.

Speaking on behalf of the Ministry’s administration and staff, the Deputy Minister for Administration, Hon. Othello P. Through EU Funded Project on Private Sector Development in Liberia Project! -ILO to Set-up a National Employment Observatory

Monrovia, December 4, 2025…The European Union Delegation in Liberia through the Private Sector Development project in collaboration with the International Labour organization (ILO), have announced plans to setup a National Employment Observatory and the development of a Decent Work Country Programme.

The project is financed by the European Union and will be implemented by Expertise France and the International Labour Organization (ILO). It will span four years (2015 – 2029).

Making presentation at the official Project Launch of the Private Sector Development (PSD) Project in Liberia, on Wednesday, December 3, 2025, at the Ministry of Commerce and Industry, EJS Ministerial Complex in Congo Town, Monrovia, ILO Project Manager/OIC, Mr. Salif Massalay announced that the project is going to setup a National Employment Observatory to ensure that skills that are needed by companies, industries are the rightful skills and those skills are supported and are generated.

He noted that the ILO under the intervention will provide the required support toward setting up and operationalization of the national employment observatory noting that many times, it is said that when the skills available in the market are not the one, we have in Liberia. We are going to setup this observatory to ensure that skills that are needed by companies, industries are the rightful skills, and those skills are supported and are generated”.

Mr. Massalay said ILO through this intervention will also ensure increased access to assistive technology and adaptive aids for persons living with disabilities as well as the provision of logistical support to the National Commission on Disabilities to enhance their administrative efficiency.

The ILO will also ensure improved policy and legal frameworks to protect and promote the rights of persons with disabilities (PWDs), particularly in employment, accessibility, and inclusivity within the political and socio-economic spheres.  He noted that as the launch coincides with the International Day of Disabilities, one of their key areas is to ensure that they have disability pillar that will protect the rights.

The ILO Project Manager also added that the ILO will ensure that youth and women including the most vulnerable have access to economic empowerment, opportunity and are supported to take part in skills development and income generating activities through inclusive TVET. He maintained this intervention will provide capacity building to relevant ministries and social partners on fundamental ILO Conventions including occupational safety and health; this intervention will also seek to ensure that Liberia has a Decent Work Country Program (DWCP).

The DWCP is the ILO vehicle for supporting member states in terms of employment opportunities, social protection, social dialogue and other matter relating to the work environment. The intervention he added will also “Complement private sector development initiatives in Liberia in coordination and in complementarity with relevant stakeholders and strengthen skills and TVETs systems along the identified agri-food value chains in Liberia.

Delivering special statement, Liberia’s Minister of Commerce and Industry, Hon. Magdalene Ellen Dagoseh said just one month ago, November 3, the Ministry launched its five years strategic plan 2025-2029 under the theme “Private Sector Growth through Enhancement, Commerce and Industry”. This plan reflects a commitment to service, excellence and accountability; setting up a broad direction focus on value addition innovation, macro small and medium enterprises MSMEs, development trade facilitation and inclusive economic transformation.

The Private Sector Development initiative (PSD) is a project founded by the European Union and jointly implemented with Expertise France and the International Labour organizations (ILO) is both timely and fully aligned with our national development priorities. It emphasizes regulatory reform, value chains development, SMEs capacity building and inclusive employment that directly reinforce the priority areas of our strategic plan. She said that this alignment demonstrates government’s core value of partnership, transparency and share ownership in pushing sustainable development.

Liberia Private Sector especially for our macro small and medium enterprises remains the backbone of our economy, yet many continue to face challenges in skills development, access to finance, market and infrastructure. women used cross borders trader and persons with disabilities still conform structural barrier that limit their full participation. Promoting inclusiveness and equal opportunities is, therefore, central to our mandate. To address these realities the Ministry has already embarked on several initiatives, these includes decentralizing trade service and improving transparency in service delivery, establishing a trade information policy to enhance access to reliable information, decentralizing business support across county to strengthen service reach, expending SMEs and small business administration program, and advancing value addition and industrial development in key sectors

Project Presentation Private Sector Development in Liberia

Liberia’s private sector holds significant potential for driving economic growth, decent job creation, and poverty reduction. However, this potential remains untapped due to structural weaknesses in economic governance, a challenging business environment, and unfavourable investment climate. These systemic constraints, combined with underdeveloped value chains in the cassava, fisheries, and wood sector, limit opportunities for inclusive and sustainable economic transformation.

At the time, these issues present clear points for targeted interventions under this action, aiming to improve economic conditions, strengthen key value chains, and support private sector growth and create the business environment and investment climate in which they can flourish.

The overall objective of the action is to contribute to increase the competitiveness, inclusivity and environmental sustainability of cassava, fisheries and wood processing value chains for enhance decent job creation, economic growth, and competitiveness of Liberia MSMES. The action also takes into consideration strategic approaches aimed at addressing structural barriers to decent work opportunities for all Liberians, including persons with disabilities (PWDs), thereby facilitating their active involvement and contribution to Liberia’s labour market.

The Specific Objective (outcome) of the Action aims to ensure that MSMEs, with a focus on enterprises owned by women, youth and persons with disabilities, within the three targeted value chains increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards. However, this may occur only if the ecosystem, including access to skills and business development services, is improved, therefore, requiring policy dialogue at all stages of project implementation, involving the public and private sector, and EU and Liberia’s MSMEs.

The action will focus on the three main areas of intervention and the related challenges: private sector development and value chain development (cassava, fisheries and wood).

The three components for the implementation of the Action have been defined as follows:

Component 1: improved regulatory frameworks through PPD, including a high-level policy dialogue platform, and institutional capacity development for a more conducive business and development climate in line with sustainable and inclusive international standards.

Component 2: improved skills of MSMEs within the three targeted value chains, with particular emphasis on enterprises owned by women, youth an d persons with disabilities.

Component 3: enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalized groups (youth, women and persons with disabilities) for better skills, livelihoods and accountability in line with international labour standards.

Min. Kruah Seeks Reconciliation Among Workers in 2026 -To Achieve ARREST AGENDA

Monrovia, January 7, 2026…Labour Minister Hon. Cllr. Cooper W. Kruah, Sr. has declared 2026 a year of peace, reconciliation and unity among workers in order to achieve the ARREST AGENDA of President Joseph Nyuma Boakai.

 Minister Kruah recalled that during the course of last year 2025, the Ministry made tremendous achievements in regulating the labour sector, creating gradual conditions for employment and guiding Liberian workers in the private sector, but in the midst of internal confusion which overshadowed these gains.

Addressing the first general staff meeting of the ministry for 2026 on Wednesday, January 7, 2026, Minister Kruah expressed remorse over whatever administrative decisions his administration may have instituted against workers in the last year and urged the workers themselves to forgive each other, in the spirit of genuine reconciliation in the new year.  

A Labour Ministry Press Release issued today quotes the Labour boss as stressing that the achievements of the Ministry last year can only remarkably increase this year, in the spirit of renewed unity, peace and dedication to serving the Liberian people under the Rescue Mission Government of President Boakai.

Touching on the collection of over USD$12m from Alien Work Permit last year which greatly enhanced the country’s revenue portfolio, Minister Kruah attributed this success to the collective efforts of all employees of the Ministry; thus, expressing thanks and appreciation to them for their unwavering commitment.

“At least ninety percent of the procurement process for a bus to ease some of the current transportation problems confronting you have been concluded, and in the next one month your bus will be here”, the Labour Minister sounded, as the workers responded with a thunderous applause.   

In separate remarks, the Director of Transport Elijah Kerkulah and Madam Yama A. Dorko, Head of HIV Unit at Workplace, both lauded the Minister for the level of unity that has replaced the initial internal confusion which engulfed the ministry, describing same as a normal human phenomenon.

They further commended Minister Kruah for the recent ‘Season Food Packages of one bag of rice and financial soup kind distributed among the workers, describing it as ‘unprecedented in the history of the Ministry’.

For their parts, Deputy Labour Ministers for Administration and Assistant Minister for Regional Labour Affairs, Hon. Othello P. Mansuo and Madam Daybah Johnson, among other Senior Staff, welcomed the Minister’s call for reconciliation and urged the workers to see each other as family members.

To Determine Employment Status in Liberia -Labour Ministry Embarks Conduct of Labour Statistics Survey

Monrovia, January 8, 2026… The Minister of Labour, Cllr. Cooper W. Kruah, has emphasized the importance for the conduct of a labour statistics survey to determine employment level in the country. 

Minister Kruah stressed that the Labour Statistics survey is important because between 2023 to the time this government came to power, the Ministry of Labour did not have any document or system to provide an actual quarterly or yearly statistics on employment in Liberia.

He added that one key of reason provided to his office was that, the Ministry thought that the Liberia Institute for Geo-Information Services (LIGIS), would have taken the lead in conducting such an exercise, being the official statistics house of the country.

A Labour Ministry press release issued today quotes Minister Kruah, as making the statement at the opening of a day long Technical Session and training for statisticians of the Ministry by LIGIS at the E.J.S. Ministerial Complex in Congo Town, for the conduct of the pending nation-wide Labour Statistics Survey.

The release disclosed that the pending labour statistics survey will cover over 300 employment institutions in the private sector across the country.

The Liberia Labour Minister emphasized that his administration has decided working along with LIGIS and partners to carry out the Labour Statistics Survey, in order to answer some of the concerns of employment creation in the public.

Minister Kruah noted that since assuming the affairs of the Ministry, his administration has been trying to determine the exact status of employment in 2023, so as to determine the difference in employment statistics between the period 2023 to 2025.

He expressed the hope that the pending survey will be able to come up with informed statistics on employment between the period of January 2024 to December 2025 over following period.

 “We did a sample last year, covering five institutions and it was established that over 5,000 jobs were created by those institutions”, Minister Kruah informed the audience.

He then encouraged the participants of the survey to be diligent and come out with credible statistics to inform policy makers of employment status, noting that President Joseph Nyuma Boakai has been very concerned of employment issues in the country.

Minister Kruah further revealed that although Liberians are now being employed, there is a need to have an accurate data on jobs being created for Liberians by sectors, noting that this has been the problem for the Ministry in time past.

For his part, the Assistant Labour Minister for Research and Statistics, Hon. Jackson F. Wolobah hailed Minister Kruah for facilitating and approving the conduct of the survey which had been delayed, despite several attempts by his division.

Assistant Minister Wolobah stressed for accurate, credible and reliable labour statistics on job creation, which is very significant in the work of the Ministry and government as a whole.

He noted that the key function of the Ministry is to ensure that Liberians are provided employment opportunities, praising Minister Kruah for his farsightedness to increase the fees for alien work permit from US 1,000.00 to USD3000.00 as a means of getting more Liberians on jobs.

Assistant Minister Wolobah described such action as the one discouraging foreigner from taking jobs intended for Liberians, noting that the survey is intended to measure the level of impact the Minister’s action has made on the increment of jobs for Liberians in the private sector.

Labour Minister Takes Steps to Remedy Unfair Labour Practices at LAC

The Minister of Labour, Cllr. Cooper W. Kruah, Sr., has instituted several measures aimed at addressing unfair labour practices at the Liberia Agricultural Company (LAC) in Grand Bassa County.

The Minister’s directives follow issues raised and resolutions reached during a two-day assessment visit to the company by the Minister and a delegation from the Ministry of Labour.

On Friday, January 9, 2026, Minister Kruah led a high-powered 12-member delegation to LAC’s concession areas in Number Four, Grand Bassa County. In keeping with established procedure, the Minister first held extensive consultative meetings with workers prior to engaging management. These consultations involved representatives and leadership of the three worker categories: Unionized Workers, Sub-Staff Workers, and Staff Workers.

Following the consultations, a 21-count resolution was developed and signed by representatives of the Workers’ Union, LAC Management, and the Ministry of Labour. Among the key directives, Minister Kruah ordered that all management contract workers who have worked directly with the company for more than twenty-four (24) months must be transitioned to permanent employment within three (3) months.

The Minister further directed management to ensure that graduates of vocational and technical institutions are provided with housing, electricity, and other applicable benefits. Additionally, all workers serving in acting positions must be regularized and paid full wages and benefits associated with their positions within three months.

Minister Kruah informed both workers and management that the Decent Work Act (DWA) contains clear provisions regarding workers’ wages in both the formal and informal sectors. As a result, the Ministry of Labour has commenced a review of the payroll and related complaints and will formally advise management on appropriate actions. All workers’ representatives will be duly copied on decisions and actions taken by the Ministry.

The Minister also instructed that all reconstructed and newly constructed housing units must include indoor bathroom facilities as a mandatory requirement. Management was further urged to make upward salary adjustments for skilled, technical, and professional workers and to seriously consider the introduction of hazard allowances, particularly for workers exposed to occupational risks.

Special attention was drawn to teachers and school workers who reportedly work up to ten (10) hours during both sessions without overtime compensation. Minister Kruah directed management to urgently review and remedy this situation.

The Labour Minister also urged management to consider the significant rise in the cost of living over the past decade and begin implementing salary increments across the concession to reflect current economic realities.

In conclusion, Minister Kruah recommended that water wells and pumps be relocated uphill or replaced with borehole pumps within two months to ensure safe water access. He further recommended the installation of rubber tiles on school floors to address dust conditions and improve the learning environment for students.

Meanwhile, It was established that LAC Expatriate workers have not been paying for Alien Work permits, since the establishment of the company in 1959(67) years ago as such, the Minister said his Ministry is reviewing the issue and will carry out legal consultations to derive the appropriate remedy.

In separate remarks following the signing of the resolution, the President of the LAC Workers’ Union, Mr. Terrance Mulbah, and LAC General Manager, Mr. Naveen Madan, expressed appreciation to Minister Kruah and his delegation for the visit. They pledged full implementation of the resolutions to promote industrial peace and harmony.

Workers also informed the Minister of the lack of regular inspections by county-level labour authorities and appealed for consistent monitoring of the LAC plantation to prevent the recurrence of unfair labour practices.

This marks Minister Kruah’s first official visit to LAC, as part of his nationwide tour of workplaces across Liberia. During the visit, the Minister and his delegation—along with worker and management representatives—toured two camps in Kangoda National Park and inspected living and working conditions, including the Allamalo Junior High School.

Min. Kruah Outlines MOL Strategic Direction and Priorities

Monrovia, January 13, 2026 — The Minister of Labour, Cllr. Cooper W. Kruah, Sr., has outlined the Ministry of Labour’s strategic direction, priorities, and alignment with national development objectives, including the ARREST Agenda. He emphasized that the Ministry remains committed to protecting workers, promoting employment, and ensuring decent work for all Liberians.

Speaking at the opening of the Ministry of Labour (MOL) Senior Management Annual Retreat 2026, held under the theme “From Plan to Impactful Performance” at the NASSCORP Guest House in Kakata City, Margibi County, Minister Kruah stressed that effective leadership is measured not by the quality of plans alone, but by consistent and meaningful performance.

“The true value of this plan will not be judged in this retreat room,” the Minister noted, “but in the safety of workplaces across Liberia.” He explained that real impact is reflected in the fairness of labour inspections, the speed and integrity of dispute resolution, the dignity afforded to migrant workers, and improved employment prospects for youth and women.

Minister Kruah challenged every department and director to focus on outcomes rather than activities, stating that the critical question must be: What will be different for the Liberian people because of what we do? He added that success should be measured not by the number of inspections conducted, but by how many workplaces become safer and more compliant.

The Liberia Labour Minister further emphasized that no single department can implement the Ministry’s strategy alone. He highlighted the need for strong collaboration with other government ministries and agencies, employers, trade unions, development partners, and the private sector. “Internally, silos must be broken, information must flow freely, and coordination must improve. Externally, partnerships must be strategic, not ceremonial,” he said.

While underscoring the importance of results, Minister Kruah cautioned against compromising core values. “Performance without integrity is dangerous; efficiency without fairness is unacceptable; and authority without service is abuse,” he warned.

He reminded senior managers that the Ministry of Labour is not merely a regulatory institution but a guardian of human dignity. As such, every interaction with workers, employers, and citizens must reflect professionalism, respect, and transparency.

 

Meanwhile, Minister Kruah assured the public that the Ministry’s Five-Year Strategic Plan represents a firm promise to the Government of Liberia, development partners, and, most importantly, to the Liberian people to translate plans into tangible and lasting improvements in the world of work.

 

Also speaking at the retreat, the Deputy Minister of Labour for Administration, Hon. Othello P. Mansuo, encouraged members of the senior management team to approach their duties with seriousness and commitment, noting that effective performance is essential to enabling the Ministry to fully achieve its mandate under the ARREST Agenda.

Meanwhile, the Deputy Minister for Planning and Manpower Development, Hon. Stephen S. Kolubah, expressed appreciation to the Minister of Labour for his unwavering support to the Department of Planning in organizing the retreat, which he described as critical to the effective implementation of the Ministry’s Five-Year Strategic Plan.

Labour Ministry Summons Bao-CHI-CO and China Railway Development

Monrovia, January 21, 2026, The Ministry of Labour has summoned the managements of Bao-CHI-CO and China Railway Development to a high-level conference to discuss critical issues relating to Labour Administration and Workplace Standards.

The conference is scheduled for Monday, January 29, 2026, at 11:00 a.m., in the Conference Room of the Minister, 4th Floor, Ministry of Labour, EJS Ministerial Complex, Congo Town.

According to separate communications issued by the Office of the Minister of Labour, Cllr. Cooper W. Kruah, Sr., the meeting will address concerns regarding the companies’ alleged failure to fully comply with established procedures governing alien registration, acquisition of alien work permits for expatriate employees, as well as the employment and training of Liberian workers, in line with the Ministry of Labour’s Strategic and Business Plans.

The companies have also been requested to present the following documents at the conference:

  1. Copy of the Concession Agreement with the Government of Liberia;
  2. Copies of all sub-contractual agreements with subcontractor companies;
  3. Valid work permits for all expatriate staff employed in Liberia;
  4. Official flag receipts for all work permit payments made into Government of Liberia revenue accounts;
  5. List and payroll of all foreign staff;
  6. List and payroll of all Liberian staff;
  7. Human Resource Policy Manual; and
  8. Occupational Health and Safety Policy.

Bao-CHI-CO is a mining company currently operating in Gbarpolu County, while China Railway Development is responsible for the construction of a railway corridor in Gbarpolu County and a port facility in Bomi County.

Labour Ministry Moves to Strengthen Workplace Standards at China Railway Development

Monrovia, January 29, 2026… The Ministry of Labour has made several recommendations to the management of China Railway Development aimed at improving the working conditions of workers at the company.

At conference held on Thursday, January 29, 2026, with the Management of the company, the Ministry instructed the company to made drinking water available at the job site for the workers noting that it is wrong to suggest workers to drinking four plastic bags water per day for a worker, especially people who are doing physical jobs.

The Ministry has also mandated the company to pay retroactively three hours overtimes to the workers for the period worked above the actual working hours as per Decent Work Act of Liberia. It was established during the conference that workers of the company are made to work up to 7:00 P.M. daily three hours above normal working hours without compensations.

The Ministry further encouraged the Management of China Railway Development to hire a Liberian Human Resource Manager within the period of one week since it was disclosed that the company doesn’t have one and most issues coming out of the workplace relates Decent Work Act of Liberia.

Speaking the during the conference, Labour Minister, Cllr. Cooper W. Kruah, Sr. said employing a Liberian HR at the company will help to mitigate some of the labour problems being faced by workers.

The Management was also directed to increase the lunch feeling fees from US$1.00 per person to US$2.00 a day considering cost of food. Minister Kruah said the Labour Commissioner of Bomi County has been instructed to ensure the full implementation of the Ministry’s mandates.

Meanwhile, Labour Minister Cooper W. Kruah, Sr. has said that the Ministry of Labour will work to ensure that all companies are in compliance in ensuring conditions of work are improve and Liberians are giving priority for work in Liberia.

In respond, the Management of China Railway welcome the directives of the Minister of Labour and promised to ensure the full implementation of the recommendations in the interest of industrial peace and harmony.

China Railway Development is a sub-contractor company of Bao-CHI-CO is a mining company currently operating in Gbarpolu County, is responsible for the construction of a railway corridor in Gbarpolu County and a port facility in Bomi County.

It can be recalled that the Ministry of Labour has summoned the managements of Bao-CHI-CO and China Railway Development to a high-level conference to discuss critical issues relating to labour administration and workplace standards.
